Traffic Systems Coordinator

Salary: $4,827.44 - $6,469.23 Monthly

Location: Watsonville, CA

Job Type: Full-Time

Department: Public Works

Definition

To coordinate and oversee the City's traffic systems; to perform a variety of work in the design, installation and maintenance of traffic control systems.

Distinguishing Characteristics

This job functions at an advanced journey level of classification and receives limited supervision within a framework of standard policies and procedures, and is expected to act as a working full supervisory level which includes training, directing, coordinating, and formally evaluating the work of subordinate work crews.

Supervision Exercised and Received
  • Receives limited supervision from the Principal Engineer responsible for traffic engineering.
  • Exercises direct supervision over assigned work crews
Examples of Essential Duties
  • Analyzes traffic problems; formulas solutions; makes recommendations
  • Serves on the City's Traffic Committee and implements its recommendations
  • Oversees the annual street striping contract
  • Communicates with business and property owners regarding parking and traffic issues
  • Communicates with other public agencies to coordinate traffic signal operations
  • Develops and implements an on-going testing and preventative maintenance program for the traffic signal systems
  • Tests, locates, repairs or replaces malfunctioning circuits and components in traffic circuits and components in traffic signal and street lighting systems
  • Installs solid state and electrical components included in traffic signal controllers
  • Conducts tests of signal progression, timing and phasing; tests alternative timing strategies and phasing sequences; makes timing adjustments
  • Operates hydrolic aerial devices to replace street and traffic signal lights and signage
  • Maintains records of all inspections, repairs and adjustments made; prepares reports as required; uses the City's database traffic management system
  • Conducts employee evaluations
  • Prepares budget for traffic system
  • Maintains an adequate stock of replacement parts, materials, equipment and tools
  • Performs as a working supervisor, coordinating work crew assignments
Employment Standards

Knowledge of:

  • basic methods of tools used in general construction and maintenance work
  • principals and methods used in the installation and maintenance of traffic signal systems including digital solid state components and electronic control equipment
  • materials, tools and equipment used in the installation and maintenance of traffic signal systems
  • standard safety precautions necessary in electrical work
  • provision of local, state and national codes applicable to the maintenance of traffic signals
  • principles and practices of supervision
  • database, spreadsheet and word processing software
  • safety programs and practices

Ability to:

  • perform a full range of work in design, installation and maintenance of traffic control systems
  • understand and follow oral and written instructions
  • perform physical tasks involving frequent bending, lifting, carrying, pushing and pulling of weights up to 50 pounds
  • use a keyboard
  • drive an automobile
  • hear and distinguish various sounds, such as voices of co-workers in noisy environments, pager, cell phone, etc.
  • effectively train others to safely and correctly perform tasks
  • prepare and maintain accurate records and reports
  • work outdoors in adverse weather conditions
  • communicate effectively with other public agencies, business and property owners
  • establish and maintain effective work relationships with those contacted in the performance of required duties
  • speak both Spanish and English highly desirable
Training and Experience

Any combination of training and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain this knowledge and ability is:

  • Five years of work experience comparable to that of the Utility Worker III with the City of Watsonville
  • Three years of work experience in the design, installation and maintenance of traffic control systems
License
  • a valid Class B California Driver License and safe driving record

Appointment and Benefits

The position benefits include vacation, sick leave, and holiday benefits. The City offers Public Employees Retirement System Benefits. Employees shall pay the full PERS employee contribution. Depending on the needs of the City, bilingual pay (English/Spanish) may be available upon passing the bilingual exam ($75/month conversational premium pay, $250/month written and conversational premium pay).

The candidate selected will be appointed for a 12-month probationary period. Names of the remaining successful candidates will be placed on an employment list which remains effective for one year. The City may abolish an employment list at any time the needs of the City so require. The Traffic Systems Coordinator position is represented by the Mid-Management Bargaining Unit.

Prior to appointment to the position of Traffic Systems Coordinator, a medical examination and Department of Justice Live Scan fingerprinting will be required.
